Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Immense energy is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a ability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles flew past – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a need that European nations are clearly incapable to substitute in the short term.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.
Political Considerations
It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through words or deeds, from thinking that the situation will not shift further in its benefit in the coming year.
Opposing Positions
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until situations evolve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are influencing discussions.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
